As part of our efforts to support implementing countries that are interested in using the EITI to mitigate corruption risks, the EITI Secretariat together with Transparency International’s Accountable Mining Programme and the Natural Resource Governance Institute (NRGI) hosted a virtual side event on Anti-Corruption on Monday 19 October.

For countries with limited access to credit and capital, resource-backed loans are a way of raising funding for infrastructure and development projects. This type of financing comes in the form of pre-payment deals, where governments or state-owned enterprises receive funds in exchange for future resource production.

Where state participation in the extractive industries gives rise to material revenue payments, implementing countries must include disclosures from state-owned enterprises on their quasi-fiscal expenditures.

Quasi-fiscal expenditures include arrangements whereby SOE(s) undertake public social expenditure such as payments for social services, public infrastructure, fuel subsidies and national debt servicing, etc. outside of the national budgetary process.
